Require Java 8 as a minimum when executing the deploy lifecycle phase.

Java 8 is required for building when we deploy WildFly Core components. Currently this is left to the person executing the deploy to remember this. We should use an enforcer rule to enforce that Java 8 is used. As other projects start requiring newer JDK's for compiling it's easy to forget to make the change when releasing.
