Specifically, if the resource does not have any attribute, the requirement on the capabilities are not recorded in the features generated by Galleon. ReadFeatureDescriptionHandler is the handler responsible to read those features.
As an example, the subsystem JCA in wildfly has three capability requirements. However, when we are creating the Galleon feature pack, those capabilities are not recorded in the subsystem.jca feature.
