Adapt Weld to CDI 4.0.Beta3

CDI 4.0.Beta3 is out and we need an implementation that fits it so that CDI can release a CR.

Following action items are needed:

• Adapt Lite extension translator to the changes done
• Covariant return type in Instance#handles()
• Move to base JDK 11 build
• Remove MR JAR (needs parent and API releases)
• ??
