Two new vertical scaling E2E tests are added in this PR: https://github.com/openshift/origin/pull/29236

These tests are causing failures in the scaling jobs due to us intentionally stopping the kubelet as part of the test s given below:
e2e-vsphere-ovn-etcd-scaling
e2e-azure-ovn-etcd-scaling
e2e-gcp-ovn-etcd-scaling
e2e-aws-ovn-etcd-scaling

Action requested:

• TRT to recommend a path forward to allow us to add these unhappy path tests without impacting the pass rate of the existing scaling suite.
