option to automatically subscribe all developers to a new service

at the moment once the provider creates a new product (and associated service) this is by default not subscribed by any Developers Account.

Given that most of the time the filtering is done at the application plan level (by publishing it or unpublishing it), there should be an option at the time of creation of the product to apply the service subscription to all developers (and include that also in new developers signing up after the product has been configured)
