Support of scopes defined in OpenAPI files

The official [documentation|https://swagger.io/docs/specification/authentication/openid-connect-discovery] for OpenAPI files states, that it is possible to secure paths with scopes. Those scopes can be created in keycloak/rhsso. 
However, at the moment there is no option to configure products in 3scale using this way. But it should be possible to use the capabilities provided by OpenAPI files, since the only other option is to use the rhsso policy and configure every path manually.
