Description
Adding a new Mapping Rule on top of any existing one (meaning, with a lower position value) causes all later Mapping Rules (with a higher position value) to increase its delta by 1. For instance, adding a new rule in at first position here:

Will result in:

However, moving up an existing Mapping Rule (via edit) will move down only the necessary ones.
