Step 2 in section 1.6.2, seems confusing in its location with current wording

In section 1.6.2 it states the following for step 2

2. Login as the APIManager administrator to verify these credentials are working.

So my first question was, log into what?

The next section in the document is 1.6.3. Getting the Admin Portal URL

To me either moving the login step to the end of the next section (1.6.3) or change the wording so that it makes sense on where and what you are logging into.
