Service Mesh 2.0: add docs for 3scale Backend Cache

Service Mesh 2.0 will be released October 7th. This particular release will ship an authorization cache as part of the 3scale-istio-adapter which requires changes to the documentation.

The cache is enabled by default and has some expected behavior as compared to the previous release.
