Porta/System tries to push 'key deleted' webhook when application key is destroyed and the application is either already destroyed or about to be destroyed in a moment

When we destroy an application in the background for whatever reason (either we are destroying an entire Service or a Tenant), it tries to create webhooks of 'key deleted' for the application. It shouldn't because the application is about to be deleted as well (or it is already deleted from the database).
