Run dependabots PR manually (save on CircleCI)

In order to save some CPU and money we should not run CI tests (CircleCI) for every dependency bots Pull Request.
In fact we want to run them manually when we want to merge them.

dependabot may send like dozens of PRs all at once. We may want to merge some, but not all of them, for example.
Sometimes it sends a PR, closes it and sends another (more updated) one
