Allow the creation of a tenant without any default service

Working on the 3scale Operator, we want to be able to create a new tenant, that doesn't contain any service already.

Usually, the first service is the default one and doesn't allow us to remove it, this means we will need to handle several edge cases making our code (3scale operator) more complex and prone to error.

Can you make available an API endpoint with some optional parameter to create a tenant without any default service?

This will break a lot of our code since we rely on that and that is included in the estimate. Especially wizard.
