API to create and set specific access tokens

This request is to have the ability to:

• create an access token for a specific use case via API (for example, read only for Analytics API)
• -set a specific value to the access token (custom) via API-
• -create a token for a certain user. It will receive the ID of the user, name, scopes and permission (e.g. read-only or read-write) as a request and provide the token as the response if the proper user ID and credentials were used.-
