New connection profile can not be created without an opened project (using Guides)

I tried to create new connection profile to SOAP Web Service using Guides without project in workspace and it doesn't work. Nothing happens after I double-click the menu option.
I discovered that in order to complete the action using Guides, you need to have some project in workspace and it also needs to be opened, it doesn't work with closed one.

It actually doesn't work with any other connection (Flat File, JBDC, XML...) using Guides

You can create the connection profile using File > New > Other... > Connection Profile
