Enable and document a check for data roles and permissions

1. Implement a DisabledAuthorizationValidator. Document how to use it in Teiid 8;
2. Update doc how to use "allow-create-temporary-tables" property for temp tables creation in Teiid 8
3. validator should not treat common table expressions as temp tables
