Use 204 instead of 503 if no healthchecks are defined

    Description

      Instead of the status 503, it could return 204 instead (no content) if the intent is to say there are no custom health checks installed.
      A 5xx error indicates a server error, and that the server is unhealthy, which makes any monitoring / cluster platform go on alert and kill the container.
