Enable metrics scraping of CSI drivers and CSI driver operators

As OpenShift admin I want to see the metrics that are exposed by CSI driver operators and the CSI drivers themselves in Prometheus, so I can monitor it.

We assume that the configuration of Prometheus scraping will be similar / the same for all operators and drivers, thus creating just one card. It covers:

• AWS EBS CSI driver + operator
• GCP PD CSI driver + operator
• OpenStack Cinder CSI driver + operator
• OpenStack Manila CSI driver + operator
• oVirt CSI driver + operator
• (if available in OCP at that time) Azure Disk CSI driver + operator
• (if available in OCP at that time) vSphere CSI driver + operator

Exit criteria:

• Verify that all the operators + drivers listed above report metrics to Prometheus.
