Description of problem:

When user is onboarding application from gitlab, two build pipelineruns are being created(only one should be created). This issue is probably intermittent, I was just lucky to have it at first try. See https://gitlab.com/jsztuka/best-app-ever/-/merge_requests/1

How reproducible:

Onboard your application, having component located in gitlab. This issue might not appear at the first try.

Steps to Reproduce:
1. Create gitlab repo with your application source code
2. Onboard this application using the UI steps, include component, that is located in gitlab.
3. Observe how duplicit pipelineruns are created for build.

Actual results:

Two pipelineruns are created for same application and component.

Expected results:

One pipelinerun is created for same application and component.
