Delay in acceptance test pipeline Run

To get flexy configuration ready while installing the cluster using `flexy-install` task, sometimes it takes 2-3 hours while waiting for pod to be in ready state. If it has to wait for so long, may be pod has stuck in some initialisation state or mount has not been happening. In that case pod never comes up and `provision-cluster` step takes ages to finish up.

Acceptance Criteria

• Add timeouts for provision cluster after 1 hour. So that it does not wait for so long for something which will fail ultimately.
