Add tests in release-tests repo to verify the Openshift Pipelines component versions

As a QE, I want to add/run tests to verify the versions of Openshift Pipelines components

Acceptance Criteria:

1. Test(s) to verify the Openshift Pipelines component (below) is present in release-tests repo
   1. Openshift Pipelines version
   2. Pipeline component version
   3. Triggers component version
   4. Operator version
2. Tasks to run the created tests are part of acceptance-tests pipeline

Approach:

• Add the component name and expected version as environment variable
• Values for the expected version can be found in the dashboard
• Run tkn version, tkn pac version, and oc get tektonconfig config to get the installed component versions
