Update release-tests framework to create namespace for each spec instead of each scenario

Currently, the test framework of release-tests creates a namespace for each scenario which increases the test execution time and reduces the reuse of the resources like PVC.

Acceptance Criteria:

• A new namespace is created for the spec file and not for each test suite
• All the tests should run with the above changes
