Replace sleep logic with polling logic

Currently, many tests in release-tests (ex: testcase step) use sleep logic to wait for resources and make the test results flaky. Instead of using sleep to wait for resources, a proper polling mechanism should be used to wait for resources

Acceptance Criteria:

• All sleep steps in test cases should be replaced with polling step
