Do not delete namespace if a test fails in release-tests

Currently, before executing a new test scenario a new namespace will be created and it will be deleted after the execution of the scenario even if the scenario gets failed. Which makes it difficult to debug the failure.

Acceptance Criteria

• Deletion of namespace is skipped when a test scenario fails
