User Story:

As an OpenShift engineer, I want to implement an image registry cache within IBM Cloud to ensure CI jobs have reliable access to images and IBM doesn't restrict network access.

Description:

Deploy an image registry cache within IBM Cloud to store images used by CI jobs, thereby reducing the number of requests sent to Quay. This will help improve application performance and decrease network usage, thus avoiding potential restrictions on network access by IBM.

Acceptance Criteria:

1. An image registry cache is successfully created within IBM Cloud.
2. The specified images are correctly cached and made available for deployment in OpenShift.
3. Network usage is significantly reduced as the number of requests to external repositories is minimized.
4. Performance does not degrade compared to not using the cache.
