      User Story:
      As an OpenShift Engineer, I want to create an image mirror for OKD so that tests pulling images from Docker Hub can run without encountering rate limiting.

      Description:
      To ensure the reliable operation of our tests, we need to have a local image mirror of Docker Hub (docker.io) in our OKD (OpenShift Container Platform) CI environment for select tests which host their images at docker.io. This will allow us to pull those images without encountering rate limit issues.

      Acceptance Criteria:
       1. The image mirror for OKD is successfully set up and configured.
       2. The tests can pull images from our local image mirror without any issues or errors.
       3. Documentation is provided detailing how to set up, maintain, and troubleshoot the local image mirror for OKD.
