    Description

      This includes:

      (a) Create functionality similar to the CurrentManager.rootManager singleton that observes @Initialized Manager to set its instance.
      (b) Move NonContextualInjector here and use java reflection rather than org.jboss.webbeans.injection.

      Update: We should look to see if Solder can provide any/all of this.
