Description
Right now "configuration recorder" samples config latency because of the load on northd and SB DB. With OVN IC, this is no longer a problem.
How this can be done is current not clear and needs investigation.
This is required work for future SLIs.
DoD: Find a way to use the new OVN IC arch to record all OVN-K configuration latency
