[4.13] Network Tooling

This epic tracks network tooling improvements for 4.13.
Based on feedback from support the following tools will be added:

• iperf collector to optimize existing process and make it available to customers
• offline detracing to debug ovn-k problems based on collected data and not on the customer's cluster

Network-tools image will be added to image streams to enable and simplify network-tools commands usage for customers with verified OCP images
