"ssh_exchange_identifcation: connection closed by remote host" causes metal jobs to fail

this problem is seen in different places when looking through the e2e-metal-ipi-ovn-ipv6
jobs, but seems common enough (1.5% of failures) to take a look at to see if it can
be mitigated.
