In the Dev Preview of BlueField-2 support, the infra (BF-2) and tenant (x86) clusters upgrade independently of each other, which causes network outages on the x86 nodes when the BF-2 nodes reboot.

In 4.11 we need to make them upgrade in sync, so that the BF-2's reboot after the x86 nodes are cordoned and drained.
