    Description

      Estimate: 3 engineers 3 sprints

      1 engineer for all CI changes

      2 engineers for all e2e tests.

      SDN-1894 in its current form can wait past 4.11, but the tests need to be unskipped for ovn-k for 4.11.

      Expand CI jobs for more OVN coverage across other repos.
