    Description

      there are 3 ovn-upgrade jobs (aws, azure and gcp) and 1 upgrade-rollback job (only aws)
      that all are in a perma-failing state. These jobs need be improved to the point that
      they can be introduced as a blocking job for payload releases. (example here)

      The jobs need to be monitored frequently with all failures understood and bugs
      filed for every failure and driven to completion. This may mean fixes in more than
      just the ovn/networking related projects including test/infra related code.
