ovn-upgrade-rollback job aborting after 4 hour timeout

both the 4.8->4.9->4.8 and 4.7->4.8->4.7 jobs are getting stuck somehow
and aborted after the 4h infra timeout. Something is getting stuck. Need to
figure out the problem, file bugs if needed and get the job running to completion
properly.
