Description
Trying to create a project on a local installation of RHPAM.7.5 with the attached settings.xml.
Project fails to create with the infamous error message
[FATAL] Non-readable POM : input contained no data @

If the maven profile referring to localhost is removed, project is created without errors.
The settings.xml define two external maven repos (
https://maven.repository.redhat.com/ga/ and
https://repository.jboss.org/nexus/content/groups/public/ ) that can be reached
without an issue.
If only those two repositories are defined the project can be created without an
issue.
As soon as a third repository is added (
http://localhost:8081/repository/maven-releases/ ) that is not available, the
project fails to create.
In fact any repository that cannot be reached will trigger the same behavior, i.e. fail to create the project
