[Request] Make "Components" tab always appearing in a DS Projects

After the implementation of Project Sharing functionality https://issues.redhat.com/browse/RHODS-7406

users with Admin access to a Data Science Project see 2 tabs in the UI:

While users without Admin permissions, will see no tabs:

I think having the "Components" tab always on would give a feeling of a better distribution of the content page. While, my feel when looking at the UI without the tab is that the content page is "floating" or alternatively, like there is a missing piece between the project title/description and the content:
