[DSG] ImagePullBackOff is not handled as error during workbench start

      == An ImagePullBackOff error message is not displayed when required during the workbench creation process

      Pods can experience issues pulling container images from the container registry. If an error occurs, the relevant pod enters into an `ImagePullBackOff` state. During the workbench creation process, if an `ImagePullBackOff` error occurs, an appropriate message is not displayed.

      *Workaround*: Check the event log for further information on the `ImagePullBackOff` error. To do this, click on the workbench status when it is starting.

    Description

      Description of problem:

      Raised during discussions under RHODS-5889 . 

      When a workbench gets ImagePullBackOff, UI should inform the user about the error. As discussed, the errors while pulling an image could also be temporary due to different reasons (e.g., network issues or registry limits).

      Prerequisites (if any, like setup, operators/versions):

      Create a DS Project

      Steps to Reproduce

      1. Create a custom image from Settings > Notebook images (e.g., quay.io/myfakeimages/myimage:1234)
      2. create a workbench and select the custom image as notebook image
      3. compare the pod and workbench status

      Actual results:

      pod is in error ImagePullBackOff; workbench is in "starting" status

      Expected results:

      pod is in error ImagePullBackOff; workbench reports the error

      Click on "Starting..." status label and open the Event log to check the errors/warnings
