Description of problem:

Embed documentation/tool tips in the UI for unclear tasks where a user may need more guidance.

Examples:

For S3 Object storage browser, what information is needed here or what should my endpoint URL look like? What custom variables can be used when starting a notebook server? What should the syntax look like? Next steps

This needs to be broken down into interfaces that need to be examined for improvements. We may be able to set up a test day with the UXD team to ensure we don't duplicate work they already have planned.
