Steps to Reproduce:
1. Simply create a notebook for user and observe that the certs are present
2. Stop the notebook
3. Start it again and observe that the certs aren't mounted

In RHOAI 2.8.0 and RHOI 2.9.0 RC1 build, a workbench created via the Jupyter tile, doesn't attach certs after restart, which causes issue to the users.
