The nginx v1.24 doesn't work properly on RHEL.

Error: Problems in request:
missing groups or modules: nginx:1.24
error: build error: building at STEP "RUN yum -y module en...all --enablerepo='*'": while running runtime: exit status 1

 We need to investigate what modules are missing.

Dev Flow
1. Check on the missing module in RHEL dist
2. If modules are not present, revert to the latest version available on RHEL.
