[2.8.1] After upgrade from RHOAI 2.7 to 2.8 it's not possible to create a pipeline

      (this was originally found by jdanek@redhat.com , so please correct me or amend if I missed or misunderstood anything)

      Tested on AWS OSDv4.15 cluster with RHOAI 2.8RC4.

      After the upgrade from RHOAI 2.7 to RHOAI 2.8RC4 (RHOAI is a Cloud Service installed as an Addon here), it's not possible to create a pipeline in the data science project anymore. When the yaml is uploaded, nothing happens - no error and pipeline doesn't appear in the pipelines list.

      Following error can be seen in the log:

      Steps to reproduce:

      1. Create cluster and install RHOAI 2.7 as a Cloud Service
      2. Perform upgrade of the RHOAI to 2.8
      3. Create a data science pipeline server
      4. Upload a pipeline - it doesn't work as described above

      From the followup discussion on Slack, it looks like the problem may be in the fact that after upgrade the DSCI has the newly introduced component `trustedCABundle` set managedState to Removed. So to workaround this is to set this component to Managed in DSCI and restart the dashboard pods.
