As a Workbench Elyra component user, I would like to be able to create a pipeline without a separate setup of cert for the elyra pipeline so that users can experience seamless pipeline creation.
Based on the setup mentioned here: https://issues.redhat.com/browse/RHOAISTRAT-60
set the certs and implement it on the pipeline bits.
Acceptance criteria:
- Set the certs based on the method mentioned here:

- Set the certs config map to the pipeline pods set up from elyra to fetch the certs during pipeline execution:
