      Description of problem:

      Self-managed clusters are not going to be deployed using OCM, so the link present in the Switcher menu is not going to work. 

      Should we remove it? Maybe checking if the cluster is OSD/ROSA/GCP

      Prerequisites (if any, like setup, operators/versions):

      RHODS Installed

      Steps to Reproduce

      1. Install self-managed rhods in a cluster created not using OCM
      2. log in dashboard
      3. click on Switcher menu (see screenshot) 
      4. click on "Openshift cluster manager" link

      Actual results:

      link to OCM is not hidden

      Expected results:

      link to OCM is hidden
