Let's don't fail the pipeline in case of a Data Router issue until it's resolved.

Additionally, `oc rsync`, used while sending test results to Data Router, is experiencing issues when used by multiple pipelines at once. This is now happening more frequently. The solution seems to be using a separate temp directory for oc rsync.
