As part of https://gitlab.com/redhat/rhel-ai/wheels/builder/-/merge_requests/655 it has been suggested that the BaseProvider class be extended to provide code that takes a package requirement and constraints, and compares them to a user provided list of packages.  This would eliminate replicated code between projects.
