The AMD GPU pmda needs to be enabled in RHEL 9 so that it can be used in RHEL AI context.
The PMDA was originally disabled as AMD GPU can't be fully supported by PCP due to a lack of features in the Kernel, but the PMDA itself doesn't need these kernel interfaces as it collects global GPU data.
The spec file can therefore to be modified to enable AMD GPU pmda, as the required library is available.
