Starting with libvirt 10.1.0, the kvm group and qemu user/group are created using systemd's declarative sysusers.d facility.
The libvirt group, however, didn't receive the same treatment at the time. This causes some trouble for image mode RHEL, as detailed in BIFROST-392; specifically, the group ends up being flagged by the bootc linter.
This oversight has already been addressed upstream and will be fixed in the upcoming 11.1.0 release. We can take care of it very easily in RHEL by simply backporting the relevant upstream commit.
