Goal

Make NOHZ work with cfs bandwidth limits

Acceptance Criteria

Verify that the HZ_BW feature works to prevent the tick from being stopped on nohz_full cpus when a single bandwidth constrained cfs task is running.

This is the rhel8 version of 2208016 - "NOHZ_FULL, and CFS quota co-existance" which is needed for openshift telco workloads. We are applying the fix to rhel-8 for any remaining cases that use it.
