      Steps to reproduce

      1. Setup user without sufficient rights.
      2. Create fence device with "pcs stonith create"
      3.  

      Expected results

      Doesnt fail, but fails if you try to fence any node.

      Actual results

      Fails, so use is aware it is not setup correctly.
