Description

Following the decision made during the Virt SSG PO sync meeting on September 25, 2025, we will proceed with the rebase for RHEL 9.8

Acceptance Criteria

This work must be completed before the Comprehensive Test Cycle 1, which is scheduled to begin with ITM 13 on November 18, 2025.

The rebase will definitely include qemu-kvm and libvirt component. It will likely include a rebase of edk2.

Respective component owners are responsible for assessing whether a rebase is necessary for their components
