      .`glibc` GLIBC_ABI_DT_X86_64_PLT symbol version for x86_64

`‎glibc` has been updated to include the GLIBC_ABI_DT_X86_64_PLT symbol for x86_64 systems. Previously, programs that required this symbol would fail to start if it was not available in `‎glibc`. With this enhancement, such programs now start and run as expected.

Upstream retroactively added GLIBC_ABI_DT_X86_64_PLT to the glibc 2.39 symbol set. We need to integrate it into RHEL.
